An Oathbroken of Kalthus inducted into Rasharn's Order of Masks, the Morbane (a title I'm unfamiliar with) is Sandrakk's Butcher. I've met him before, briefly at the Palathon and then at Nocea. He oversees the occupation of Seren, bringing it to heel with cruelty and fear.
