Kirkan is the leader of both Lucium's army and its elite magni forces: the Order of Immortals. Kirkan is a Diarch, and can wield both green and blue magic. Unlike other magni, she does not appear to wear a sigil-- instead, her right arm is made of a blue crystal.
The official EA website[1] describes her as:
General Kirkan is Grand Magnus of the Immortals and the King’s Marshall of Lucium’s defenses. A forty year veteran of the Everwar, Kirkan discovers Jak, recruits him into the Immortals, and serves as his personal mentor.
