The great families of the dynastic houses rely on their hinters-- special, well, fertility fields constructed below leyline nexuses-- to help ensure their offspring are born with magic. Like Belming says, that's how they remain the great families. Which is really saying that the magni of Aveum are manufactured, a fact that's not very widespread. There are outliers to this rule-- a lucky villager born with the ability to cast magic, or the many Unforeseen. Systems don't really like outliers, though, and the dynastic houses are loathe to share power.
